State of the Union: When US needs a statesman, Obama played politics as usual

President Obama devoted most of his State of the Union address to a laundry list of initiatives ? and no answer for how to pay for them. Instead,?he should foster bipartisan cooperation, working with Congress to build trust, bridge divides, and usher in needed reform.

To many, the state of America?s union is fractious. Distrust, disdain, and suspicion permeate American politics. Divisions within and between the two major parties have stymied the legislative process.

Last night in his State of the Union address, President Obama had the opportunity to rise above the partisan bickering and distrust and set a positive tone for his final term. What could have been a triumph of statesmanship was instead an all-too-common display of politics as usual.

Traditionally, presidents hope to accomplish three goals in a State of the Union address. They assess the current situation facing the country, present a political agenda for the coming year, and reaffirm underlying values. In sum, the speech should artfully connect the past, present, and future and solidify the president?s role as a political leader.

Last night, Mr. Obama failed to meet these goals. In the midst of an ongoing budget crisis, he devoted most of his speech to announcements of expensive new proposals. More than 8 million Americans remain unemployed, but instead of casting a vision of a clear set of actionable priorities for the coming legislative year, he offered a laundry list of initiatives ? and no answer for how to pay for them.

After promising to ?lay out additional proposals that are fully paid for and fully consistent with the budget framework,? the president then restated the point: ?Let me repeat, nothing I?m proposing tonight should increase our deficit by a single dime.? Such assurances are welcome in these challenging fiscal times, but the promise appears hollow.

Consider just a few of the major programs Obama trumpeted in last night?s speech. The United States will ?reach a level of research and development not seen since the height of the Space Race,? help states improve energy efficiency, go ?all-in? to support alternative energy, ?upgrade our infrastructure,? offer tax incentives to encourage job growth, ?[invest] in world-class care, including mental health care, for our wounded warriors,? and ?make high-quality preschool available to every child in America.??

And the initiatives don?t end at our national borders. Obama promised to work with other countries to eliminate extreme poverty worldwide, ?[save] the world?s children from preventable deaths,? and achieve ?the promise of an AIDS-free generation.?

Obama?s list of proposals addresses many laudable goals. Indeed, many of these policies echo ideas and themes presidents from both parties have introduced in previous State of the Union addresses. But all of these policies come with incredibly hefty price tags.

Sex Lies: 'The Normal Bar' Reveals What Partners Fib About

The survey was conducted in 2011 using a powerful interactive survey tool called OnQ with the help of media partners The Huffington Post, Reader's Digest, AARP, iVillage, & AOL.

The Normal Bar data show us that even in good relationships, trust is shaky. Having complete and total confidence in a partner seems to be a struggle for most of us.

Do you trust your partner?
Only 39% of women in this study completely trust their partners, compared to 53% of men. What?s wrong with this picture? Why the gender difference, and why the low levels of trust in general? It may be that a lot of couples intuitively know or have learned by experience that their spouse or live-in partner has the potential to rove.

Women in heterosexual relationships know the same thing that many studies have shown: that men are more interested in and titillated about sex outside the relationship, and that may account for a higher percentage of women who doubt their partner?s honesty and fidelity. On the other hand, nearly half of men suspect their partners, too. Both men and women believe that their partners will hide unpleasant truths, and that they may have to dig to find out what is really going on.

Have you ever lied to your partner?
Nearly three-quarters of our respondents (75% of men and 71% of women) said they lie to their partners to one degree or another. Only 27% of our respondents said they never ever lie. Does lying negatively affect the quality of your relationship? Probably not. Even among extremely happy couples, 69% of men and women said they?ve lied at some point to their partners.

But the fact that very happy partners lie demands some further scrutiny. For most couples, some lying is necessary to keep the peace, to protect each other?s feelings, and to preserve a sense of safety in the relationship. The 27% who never lie may be righteous, but they can also be cruelly frank. Men and women who shade the truth may be more loving and protective. Even well-intentioned lies, however, can hurt the relationship if the truth that?s withheld is something the partner has every right and need to know. Knowing when a lie is reasonable and when it is reprehensible isn?t always an easy call.

Do you lie about your feelings?
Relationships are supposed to be open, sharing, and honest. But 59% of men and 56% of women lie about their feelings. Half of all partners not only stifle their emotions but also give misleading feedback about what?s going on in their head and heart. As you might guess, people who are less happy lie the most. In fact, 72% of unhappy partners choose not to share their true feelings with their partners. Whether this emotional deception is a cause or an effect of the overall unhappiness, it makes it very difficult to fix the relationship. The surprising finding, however, is that 48% of extremely happy partners also lie about their feelings.

Do you lie about your partner?s sexual performance?
Just as men are more likely to tell white lies about their partner?s appearance, women are more likely to flatter their partner?s sexual performance. We found that 43% of women lie about how they feel about their partner?s sexual performance, compared to just 28% of men. That?s probably not because women are better lovers but, rather, because they feel a greater need to protect their partner?s feelings. When a man feels insecure, he may have difficulty getting an erection, so it?s in his partner?s?as well as his?interest to boost his sexual self-esteem. The bad news here is that some honest communication has to take place; otherwise, nothing is likely to improve.

As you might imagine, sexually dissatisfied men and women lie almost twice as much (50%) as sexually satisfied partners (27%). If you talk openly and honestly with your partner about what isn?t working, you?re much more likely to achieve sexual satisfaction than if you salve your partner?s sexual feelings at the expense of your own pleasure. Lying may cause fewer storms, but also fewer orgasms!

Have you read your partner?s e?mail?
Privacy seems to be in jeopardy. More than half (54%) of women and 49% of men read their partner?s e-mail! It doesn?t matter if they?re happy or unhappy with their relationships, either. Anyone, it seems, can be tempted to sneak a peek at private messages.

It may be that a lot of couples keep their computers open and their e-mail accessible. However, that doesn?t constitute an open invitation. One man said, ?I caught my girlfriend going through my e-mail and I went wild. How dare she do that! It just eroded any trust I had in her. We broke up over it. When I started dating Georgia [his wife] I told her about that incident because I wanted to make sure she knew how strongly I felt about my privacy.?

Have you ever lied about where you?ve been?
A full half of all men and 36% of women said they sometimes lie about where they?ve been and what they?ve been doing. One of these respondents explained, ?I have to admit, I lie by omission a lot of the time. For example, I don?t tell Henry when I see my ex. He really doesn?t like him and I think he thinks I?ve still got a thing for him. I don?t, but I do want to keep a friendship going. So I either don?t tell Henry or I tell him I am with my girlfriends when I am really meeting my ex for dinner.?

Birds in Asia may need a hand to weather climate change

Feb. 4, 2013 ? Birds in Asia may need a helping hand to adapt to climate change, according to scientists.

A new study led by Durham University and BirdLife International, shows that many bird species are likely to suffer under future climate change, and will require enhanced protection of important sites, better management of the wider countryside, and in some of the most extreme cases may need to be physically moved to climatically suitable areas to help them survive.

The priority, the researchers say, is for stronger protection and effective management of networks of important sites for conservation which currently support priority species and could offer new habitat for birds forced to shift their distribution in future.

The research, published in the journal Global Change Biology, examined the potential future distributions of suitable climate within conservation sites (Important Bird Areas) for 370 Asian bird species of conservation concern across the Eastern Himalaya and Lower Mekong regions.

According to the scientists, the findings demonstrate how climate change could affect birdlife and conservation policy across the globe. The researchers say that adapting the way that conservation sites are managed, and facilitating the movement of species to suitable areas, will be critical to future conservation.

Projections show that at least 45% and possibly up to 88% of the 370 species studied will experience declines in suitable climate, leading to changing species composition at individual sites.

The study considered almost 500 scenarios of each bird species' response to future climate change and showed, for the first time, that despite uncertainty in future climate projections, it was extremely likely that these changes in bird communities would occur. However, the site network as a whole is still likely to retain suitable climate for all species in future, meaning that current conservation efforts should be strengthened, but also adapted.

Co-lead author, Dr Robert Bagchi, a Research Fellow at the ETH Zurich (Swiss Federal Institute of Technology), Zurich, who conducted the analysis while at Durham University, said: "It is striking that despite big differences among these scenarios, they agree on the final outcome. Even under the least extreme scenarios of climate change, most species we examined will have to shift their ranges in order to find suitable areas in the future."

The regions studied by the research team include the countries of, Bhutan, Laos, Cambodia and Vietnam, as well as parts of Nepal and India.

Co-lead author, Dr Stephen Willis, School of Biological and Biomedical Sciences, said: "As climate changes, we may have to assist birds to move to more suitable locations to help them survive. Although many birds will adjust their distributions, and will find new habitats with suitable climate, we need to manage the countryside to help them disperse, or even relocate birds in the most extreme cases.

"We expect there to be 24 times as many 'losers' as 'winners' in terms of bird species losing or gaining habitat in the future."

The researchers explored climate change impacts on birds in the biodiversity hotspots of the Eastern Himalaya and the Lower Mekong. They then forecasted the likelihood of the IBA (Important Bird Area) network to maintain suitable climate for species of conservation concern.

Co-author, Dr Stuart Butchart, Head of Science at BirdLife International, said: "Overall, while these important sites will continue to sustain bird species of conservation concern, climate change will modify which species each site will be suitable for.

"We therefore need to adapt our conservation management. The good news, however, is that protecting natural habitats benefits people too, helping communities to adapt to climate change. Healthy ecosystems enhance resilience to the adverse impacts of climate change and reduce the vulnerability of people."

The results show that IBAs in the Lower Mekong region were affected more negatively than those in the Eastern Himalaya. Many parts of these regions will experience significant turnover of bird species (the rate of birds newly colonising or becoming locally extinct) over time.

The study draws upon the work of thousands of experts and organisations, in particular the Partners that form BirdLife International, who contributed to defining species of conservation concern (through the IUCN Red List), mapping their distributions, and identifying Important Bird Areas. The work was funded by a MacArthur Foundation grant to BirdLife International and Dr Willis at Durham University.

The research was led by Durham University and BirdLife International (including BirdLife International in Indochina) with research partners including Bird Conservation Nepal, Bombay Natural History Society and Conservation International.

(AP) ? Israel's defense minister indicated Sunday that his country was behind an airstrike on Syria that U.S. officials said targeted anti-aircraft weapons bound for the Lebanese militant group Hezbollah.

It was the first public comment by an Israeli government official on the Wednesday strike.

"I cannot add anything to what you have read in the newspapers about what happened in Syria several days ago," Defense Minister Ehud Barak said in Germany at a security conference with top diplomats and defense officials from around the world.

But then he went on to say: "I keep telling frankly that we said ? and that's proof when we said something we mean it ? we say that we don't think it should be allowed to bring advanced weapons systems into Lebanon." He spoke in English.

Israeli leaders in recent weeks have expressed a growing concern that Syria's civil war has led to President Bashar Assad losing his grip on the country and on its arsenal, including chemical weapons.

In Syria, Assad said during a meeting with a top Iranian official that his country could confront any aggression, his first comment on the airstrike.

"Syria, with the awareness of its people, the might of its army and its adherence to the path of resistance, is able to face the current challenges and confront any aggression that might target the Syrian people," Assad was quoted as saying by the state news agency SANA.

He made the remarks during a meeting with Saeed Jalili, Iran's top nuclear negotiator. Iran is Syria's closest regional ally and Jalili, on a three-day visit to Syria, has pledged Tehran's continued support for Assad's regime.

Syria has vowed to retaliate for the airstrike.

The chief of Iran's powerful Revolutionary Guards said Sunday that Tehran also hopes Syria will strike back against Israel. The report by the official IRNA news agency quoted Gen. Mohammad Ali Jafari as saying:

"We are hopeful that Syria gives an appropriate response to the strike in the proper time."

The Syrian military has denied that the target of the attack was a weapons convoy. It said low-flying Israeli jets crossed into the country over the Israeli-occupied Golan Heights to target a military research center in the village of Jamraya, near Damascus.

U.S. officials have said the strike hit both the research center and a convoy of anti-aircraft weapons that was next to it. They said the weapons were bound for the Islamic militant group Hezbollah in neighboring Lebanon, an ally of Syria and Iran.

Syrian television station Al-Ikhbariya TV on Saturday aired the first purported images of the targeted site, showing the twisted and battered remnants of cars, trucks and military vehicles.

A building appeared to have broken widows and damaged interiors, but no major structural damage. The caption said: "Consequences of the Israeli aggression on the Jamraya center."

In the days ahead of the attack, Israeli Prime Minister Benjamin Netanyahu and other top officials repeatedly warned of the dangers of Syrian weapons falling into the hands of Hezbollah and other hostile elements in the region.

"Hezbollah from Lebanon and the Iranians are the only allies that Assad has left," Barak told the security conference. He also said that in his view, Assad's fall "is coming imminently" and when it happens, "this will be a major blow to the Iranians and Hezbollah."

"I think that they will pay the price," he said.

Syrian opposition leaders and rebels have criticized Assad for not responding to the airstrike, calling it proof of his weakness and acquiescence to the Jewish state.

Since the outbreak of the uprising against Assad 22 months ago, Israeli leaders have repeatedly expressed fears that if Syria were to disintegrate, Assad could lose control of his chemical weapons and other arms.

On Saturday night, Netanyahu, who is in the process of forming a new ruling coalition, said his new government would have to deal with weapons "being stockpiled near us and threatening our cities and civilians" ? an apparent reference to the deteriorating situation in Syria.

PARIS (AP) ? French troops launched airstrikes on Islamic militant sites around Kidal and Tessalit in Mali's far north, just a few hours after a triumphant visit by France's president, defense officials said Sunday.

French planes pounded extremist training camps as well as arms and fuel depots from Saturday night into the early hours of Sunday, according to French army Col. Thierry Burkhard.

"It was an important aerial operation to the north of the town Kidal and in the Tessalit region where we targeted logistical depots and Islamist training camps ... some 20 sites," said Burkhard.

"Here, there's still various Islamist groups like the MUJAO, and Ansar Dine," he said. The Islamic extremist group the Movement for Unity and Oneness of the Jihad, is known as MUJAO.

The aerial assaults come three weeks after France unilaterally launched a military intervention to stem the advance of the al-Qaida-linked fighters in Mali. Since then French troops have succeeded in ousting the rebels from the three main northern cities they occupied, including the fabled city of Timbuktu.

The continued attacks also came hours after French President Francois Hollande left Mali. On Saturday, he visited Timbuktu to a liberator's welcome. Thousands of people stood elbow-to-elbow behind a perimeter line in downtown Timbuktu, hoisting the homemade French flags they had prepared for Hollande's arrival to the northern desert city that French troops liberated last week after 10 months of control by al-Qaida-linked groups.

He then flew to Bamako, the capital, where he spoke before boarding a plane back to Paris. He stressed the successes of the French intervention, but warned that threats of extremism will continue.

"Terrorism has been rejected. It has been chased, but not yet beaten," Hollande said.

France has said that it eventually wants to hand over responsibility for the mission to the Malian army and other African counterparts.

In an interview with the Sunday's French weekly Le Journal du Dimanche, Malian Minister of Foreign Affairs, Hubert Tieman Coulibaly, expressed the government's hope that the French military operation carry on until the Islamists have no more weapons left.

"Faced with seasoned fighters whose arsenal must be destroyed, we wish the mission to continue," Coulibaly said. "Especially given how important the aerial dimension is."
