(AP) ? Carol DeVaughan assumed her suburban St. Louis home was simply settling when cracks appeared in the walls. When she noticed huge gaps between her fireplace and ceiling, and that her family room was starting to tilt, she knew she had bigger problems.

Like thousands of other Americans getting stuck with huge repair bills, DeVaughan learned that the intense drought baking much of the country's lawns, fields and forests this summer has also been sucking the moisture from underground, causing shifting that can lead to cracked basements and foundations, as well as damage aboveground. Repairs often cost tens of thousands of dollars and can even top $100,000, and they are rarely covered by insurance, as shocked homeowners have been discovering.

DeVaughan, a retired Presbyterian minister, said she expects it will cost more than $25,000 to fix the split-level home in Manchester, Mo., where she's lived for 27 years.

"I had retired," said DeVaughan, 70, who has stayed busy filling in at the pulpit for vacationing pastors. "I guess I'll keep working."

Home repair businesses, especially those specializing in repairs to basements and foundations, can barely keep up with demand. Drought-related home damage is reported in 40 of the 48 contiguous states, and experts say damage to homes could exceed $1 billion.

Dan Jaggers, a board member of the Basement Health Association, a Dayton, Ohio-based trade group for basement and foundation repair businesses, said this year's drought is probably the worst for homes since the late 1950s. Houses in the central U.S. ? from Louisiana up through the Dakotas ? are getting the worst of it, but significant damage is being reported in all across the country, he said.

"It's not only basements but crawl spaces and slabs," Jaggers said. "Wherever the soil is interacting with the foundations."

The lack of moisture in the ground has been causing the soil to crack open and pull away from homes' concrete bases.

"It's very common right now to walk around the outside of somebody's home and see gaps in the soil wide enough to put your fist in," said Jason Courtney of the St. Louis-area repair firm Helitech.

All of the movement from the shifting soil can cause cracks in the basement walls or floor. But the damage doesn't necessarily stop there.

"When the foundations move they cause structural damage that can lead to problems above the ground," said Matt Stock, owner of U.S. Waterproofing in the Chicago area. "Windows don't open properly. You can get large cracks in the foundation wall, cracks in brick work and mortar, cracks in drywall."

Experts say the problem is made worse in areas where the soil is largely clay, which is more prone to movement when moisture evaporates. Cities like St. Louis with an abundance of brick homes are also seeing more problems because brick weighs more than siding or wood and therefore adds more stress to foundations.

Repairs are expensive because they involve more than simply patching up the cracks. Oftentimes, piers must be installed beneath a home to help it better withstand shifts in the soil. This involves hydraulically driving steel tube sections deep into the bedrock, and it is costly.

Scott Knoche, a 48-year-old physical therapist, is installing 33 piers that cost about $1,000 each at his two-story home in the Kansas City suburb of Lee's Summit. Throw in the new driveway, sidewalk and landscaping and his total bill is expected to reach $50,000.

Knoche said he began noticing problems last summer, when drywall in the home began cracking and doors wouldn't open. But things got much worse during this year's drought. The back deck sank about 10 inches into the ground and rooms inside began to tilt ? some up to 4 inches, making it awkward to even walk.

"We called it the funhouse," Knoche said.

The home's problems didn't come as a surprise. Virtually every one of the dozen or so homes on Knoche's cul de sac have had drought-related repairs in recent years, he said.

Jaggers believes that once the nationwide tally for this year's drought is complete, the cost to homeowners "will be hundreds of millions, if not over a billion dollars."

Insurance typically covers the cost only of sudden disasters like floods or fires. Drought-related damage is seldom covered, Jaggers said. Courtney said of all the drought-related basement repairs his firm has done over the past quarter of a century, only a few have been covered by homeowners insurance.

Experts say the best bet is to take precautions to protect the foundation. Homeowners should watch for the development of gaps in the soil near the foundation, and should keep that soil as moist as possible, said Stock. Some experts also suggest placing mulch, which can slow moisture evaporation, around landscaping near the foundation.

Courtney said that once a problem is suspected, homeowners should act quickly.

"As soon as you see cracks or doors and windows stick, it's best to get a reputable company out there to look at it," Courtney said. "The longer you go, the more expensive it's going to become."

Gaining ground | Business Destinations ? Make travel your business

This is the era of high-speed trains and more and more harassed businesspeople are consulting rail timetables rather than flight schedules. There?s almost certainly a high-speed train leaving within the hour from a railway station conveniently located near the central business district. And, depending on the distance you intend to travel, it will likely get you to the meeting significantly faster than would a flight. For good measure it will certainly land you there in a better frame of mind.

Take business travel aboard one of Rail France?s 320kph (200mph) TGV trains, flagship of its fleet. On a premium TGV Pro ticket, business people ride on a cushion of service and comfort. They can park near the station in a dedicated space a short walk from the platform. If there?s not been time to look up departure and other details, an assistant meets the car and guides ticket-holders to the train.

Hungry and harassed? Once aboard, you can repair to the bar and/or arrange for a meal ? breakfast, lunch or dinner ? to be brought to your seat while you work. Need a taxi at the other end? The train manager will book it ahead so that, engine ticking over, it?s waiting in a special rank outside the station.? Arriving at rush hour in any one of Europe?s highly-congested cities? Your helpful train manager will arrange for a motorbike to meet you, complete with spare helmet, gloves and windproof jacket. Thus you ride pillion as the biker negotiates the heavy traffic through streets unfamiliar to you. If nothing else, it will make a talking point when you arrive at the meeting on a wind-blown high.

Too late for the train? Unlike low-cost flights, TGV Pro means your company is not out of pocket because the rail network will exchange free of charge the ticket for another one for a later departure. And it will do so at any time before the train leaves. Or too early? At eleven stations in France there?s a lounge with Wi-Fi and other services, rather like airline club lounges. These are? instead called Salons des Grands Voyageurs, and are dedicated to first-class and Pro rail-goers.

All over Europe rail operators are falling over themselves to offer what businesspeople want. In rough order of importance that?s punctuality, Wi-Fi, plush chairs that are roughly the equivalent in size and comfort of business class on airlines, space to spread yourself around, table service for food, power sockets and private meeting rooms that can be booked in advance.

Eurostar, originally launched as a predominantly tourist train between London and Paris, is typical of the trend. It now provides a work-friendly business premium class as well as restful lounges in London, Paris and Brussels. Similarly, some of the Thalys routes into Belgium and the Netherlands offer lounges, at-seat meals included in the fare and free Wi-Fi in first class on all trains. On Deutsche Bahn?s ICE trains, there?s all of the above, plus group booking in special compartments for strategy-planning sessions.

In its dedication to commerce, Deutsche Bahn also offers quiet zones for businesspeople who don?t want to be disturbed and is catching up with French Rail by opening a network of first-class lounges in Berlin, Hamburg, Munich, Frankfurt and Cologne. Not to be outdone, Spain?s high-speed AVE (for Alta Velocidad Espana) network offers most of the above as well as leather seats in its Preferente class. And going one better than everybody, Italy?s privately-owned NTV even boasts a cinema in its end carriage.

And as the facilities are improving, so is the high-speed network expanding. French Rail?s TGV trains, for many years confined to their home country, are pushing beyond France?s borders. Its Lyria network into Switzerland runs on much-travelled business routes such as Paris-Zurich and Paris-Geneva, reducing travel time in the former to 4hrs 40m and to 3hrs 5m in the latter. TGV trains are also linking up with Italy, Germany and Belgium. Its shared Thalys network takes the trains into the Netherlands.

The high-speed network is growing within national borders too. Within France, the TGV runs north, south, east and west to the Mediterranean, Strasbourg, Bordeaux, Marseille and other provincial cities. Spain?s AVE now connects a host of cities on top of the main destinations of Madrid, Seville, Barcelona and Malaga. In Britain, Eurostar runs a schedule of up to 25 trains a day out of the magnificently refurbished St. Pancras station.

Competition is good for the business traveller in Italy too. The government-owned Trenitalia is opening high-speed runs through its heartland areas such as Milan-Florence-Rome-Naples while NTV (Nuovo Trasporto Viaggiatori), the first private operator allowed onto the Italian network, competes on the Naples-Milan run. The face of rail to come, NTV aims to offer routes to 12 Italian cities as well as to centres in Europe. NTV has also cut the travel time from Rome to Naples down to 68 minutes on a schedule of ten trips a day. It?s a move that must scare the living daylights out of Alitalia?s somnolent executives.

NTV also uses the latest, French-made Alstom AGV trains, which raises another point. High-speed trains such as the AGV (translating as automatic high speed) are the rail equivalent of supercars and jumping aboard one is both exciting and a privilege. With a maximum commercial speed of 360kph (220mph), this tilt-nosed monster holds the world record for high-speed rail. Made from aluminium and man-made carbon fibres, rather like F1 cars, it features among many other remarkable passenger-friendly technologies the ability to maintain the floor level almost constant, even between carriages. NTV has invested ?650m in 25 of these sleek giants of the iron road and its passengers are the beneficiaries.

But will you make that appointment punctually? Almost certainly yes, because Europe?s high-speed network is accelerating because of technical improvements to the infrastructure. On the books are a series of high-speed links across the Pyrenees, joining up France and Spain, Helsinki and Berlin, Lyon and Budapest. From next year Austria?s Railjet network is slated to speed up to 230kph from the present 200kph. Although it?s still eight years away from opening day, a rail tunnel will link Klagenfurt and Graz with trains that, travelling at 250kph, will cut the journey from three hours to just one.

And in Britain, long the laggard in high-speed rail travel, upgrades to the much-used Great Western and East Coast main lines will push maximum velocities up to 225kph, not as fast as in Europe but technically classifiable as high speed. As they cut travel times, rail networks are rapidly turning into a serious threat to airlines. Indeed on some routes such as Paris-Brussels, London-Paris and Paris-Amsterdam infamous for red-eye, early-morning flights, many airlines have thrown in the towel.

?There?s never been a better time for business travellers to choose train not plane in terms of avoiding the hassle and time-wasting nature of modern flying,? explains Britain?s Mark Smith, founder of the website ?The Man in Seat 61,? a compulsory port of call for train enthusiasts and businesspeople alike. ?Also, the high speed network is growing and the quality of the trains is improving.?

A widely accepted rule of thumb dictated that rail became a serious alternative to airlines only when the flight took less than three hours. Another guideline had it that rail was the better choice on all journeys of 650km (400m) or less. These assumptions are being rewritten because of security-dictated check-in delays at airports as well as the higher speeds of the rail network. About three and a half hours of every ?flight? is now spent getting to the airport and lining up in queues. The issue of comfort aside, travel experts now believe rail travel could become viable when flights take five hours.

However bear in mind that these are mere statistics and do not measure the quality of? time, a vital element for businesspeople. It?s also important to remember that flying times are not reducing while rail times are. Between Geneva and Paris, assuming the businessperson travels on the Lyria service, the times are pretty much exactly the same. Between Geneva and Milan, the plane is less than half an hour faster. Between Paris and Brussels, trains are nearly half an hour quicker. Meantime the time between London to Paris by Eurostar has fallen to two-and-a-quarter hours because of higher-speed infrastructure while even on longer routes such as London and Cologne, planes are only 1.5 hours faster.

But these statistics measure only chronological time. Assessed by the more meaningful yardstick of quality time, high-speed trains are runaway winners. According to airguideonline, on a typical three-hour journey from one city centre to another the rail-goer gets 2.5 hours of ?undisturbed time? compared with just half an hour for the flyer.

Precise price comparisons between rail and air that take into account the equivalent level of comfort are impossible, given the vast range of offers. However it?s generally assumed that business-class flights cost a lot more than business-class rail. What?s certain is that, as rail companies get up to speed with online booking, prices are becoming more easily obtainable. Thus on an ICE train between London to Frankfurt, first-class with all the perks starts at ?99. Lower prices are available by booking in advance, just as they are with low-cost airlines. For instance, an ICE trip between Hamburg and Landau, a distance of 380-mile journey, falls by over ?40 to ?79 if booked early.

Booking sites are becoming more user-friendly, such as Rail Europe. Tickets on sites of national networks are usually cheaper, but you have to know the language if they are not translated into your own, as is often the case. Several national networks such as Trenitalia and Spain?s Renfe have helpful sites, but most of them are only partly translated into English.

And, another drawback, if travelling across borders, passengers generally have to pick up the ticket they have booked within that country, generally from an electronic dispensing machine, once you?ve arrived from an outside point of departure. Some rail-goers are nervous of trying to prise their tickets from a machine with instructions in a foreign language.

As an historical aside, it?s a little-known fact that we?ve gone backwards in this area in the last 150 years. Between 1850 and 1990 ? that is, before privatised rail became the fad, every national operator could sell tickets not only for itself, as you?d expect, but for every other national operator. They did so by using a simple, easily comparable kilometric tariff that gave a uniform price.

Often overlooked in the train versus plane debate is the overnight journey for people with business in different cities on succeeding days, although night trains are not of course high speed. Here the key point of comparison is the relative cost of a hotel room, which varies greatly from city to city. A simple bit of arithmetic helps though. Simply deduct the full cost of overnight rail including food and drink from the price of the air ticket and your hotel. Almost surreptitiously, the quality of cabins has improved greatly in recent years. For instance, Trenitalia?s ?Notte? single-berth overnighters are clean and comfortable, often with their own bathroom and shower.

If we look a few years ahead, high-speed rail will have an even brighter ? and faster ? future. Alstom, for example, is working on a train with a projected top speed of 400kph in both single and double-deck version. For some business travellers who aren?t in a tearing hurry to get to the next meeting, that may be too fast.

Death toll from S. Korea typhoon climbs to 15

South Korean rescuers Wednesday resumed a search for 10 missing crewmen from two Chinese fishing boats as the confirmed death toll from a strong typhoon rose to 15.

Typhoon Bolaven -- the strongest to hit the South for almost a decade -- left a trail of deaths and damage in southwestern and south-central regions of the country on Tuesday.

It moved on to North Korea, where state media reported damaged crops and power cuts around the western city of Haeju. Some 300 roadside trees along the Pyongyang-Kaesong highway were snapped, halting traffic.

The final estimate of damage was expected to be greater, the official news agency said, after strong winds and heavy rain hit western regions.

Bolaven crossed the Yalu River into China early Wednesday.

In South Korea, the typhoon snapped 235 traffic lights, toppled 7,857 trees, damaged 42 ships or boats, 35 houses and 1,195 greenhouses, the public administration ministry said.

Some 6,418 hectares (15,852 acres) of farmland was damaged.

The storm drove two Chinese fishing ships aground early Tuesday off the southern island of Jeju, sparking a dramatic rescue operation.

Coastguards wearing wetsuits struggled through high waves and used a line launcher to pull a total of 12 people to safety. Six swam ashore, five bodies were recovered and 10 are still missing.

"We've deployed some 130 people including divers to look for the missing crew. A helicopter is also combing the area," an officer at the Seogwipo coastguard in Jeju told AFP.

The coastguard said in a statement it would make "utmost efforts" until it accounts for all missing crew members.

Other deaths were mostly caused by wind gusts that toppled walls or collapsed roofs or blew victims off their feet. The public administration ministry said the confirmed death toll, including the five Chinese, was 15.

Typhoon alerts covering most of the country were lifted as ferries and flights returned to normal and schools reopened. But South Korea is now on watch for another typhoon.

Tembin, located about 280 kilometres northeast of the Taiwanese capital Taipei early Wednesday, is approaching the South at a speed of 20 kilometres (12 miles) an hour.

Meteor explodes over Great Britain with violent force

A golf-ball-sized meteor caused a major stir, rocking Wales with a sonic boom

If you catch them at just the right time, a streaking meteor can be a stunning sight in the night sky. But when that meteor contains just a tiny bit of ice, a beautiful light show can turn into a violent explosion, as happened in the skies over Great Britain last night.

The extraterrestrial explosion occurred just over South Wales in southwest Great Britain. The meteor rocked windows and set off car alarms, creating a sonic boom effect. Explained one witness, prior to the detonation "It had a heat trail behind, it was orange and white and very bright, and also seemed very close."?No one was hurt.

Why do meteors explode? Some are loaded with either ice or carbon dioxide, which can be trapped inside of the rock. As the gases boil and expand during entry into the Earth's atmosphere, meteors can explode in an epic display?? with as much force as a hydrogen bomb.

Wall Street Week Ahead: S&P to fly after wild ride to Wyoming

NEW YORK (Reuters) - The streak is over, but is the trend intact?

A six-week string of gains in the S&P 500 <.spx> ended on Friday amid shifting expectations for central bank stimulus. This week could bring clarity on that issue, and that could determine whether the recent rally that took the index to four-year highs will persist.

"The streak is broken, but the trend isn't, and I think the next major move on the S&P will push us up towards 1,450 or 1,500," said Mark Arbeter, chief technical strategist for Standard & Poor's in New York. "Small- and mid-cap stocks are near their all-time highs, and if they break those highs, I think that will prompt the market to really rip higher."

Still, the market could be in for a bumpy ride this week ahead of Friday's meeting of central bankers in Jackson Hole, Wyoming. Investors are looking for clues on whether Federal Reserve Chairman Ben Bernanke will announce a third round of quantitative easing.

Bets on aggressive action to increase growth have spurred most of the market's recent gains, meaning any disappointment could stop the rally in its tracks. The CBOE Volatility index or VIX <.vix>, a measure of investor anxiety, jumped almost 13 percent last week.

While many analysts expect QE3 - and Bernanke wrote a letter to a congressional panel that the Fed has room to deliver it - the odds seemed to decline following comments on Thursday from James Bullard, a non-voting member of the Federal Open Market Committee. He said the latest Fed minutes, which indicated the central bank might be ready for more stimulus, were "stale.

"Rhetoric is going back and forth about what we can expect, and we could see some big gyrations going into the meeting, depending on the latest rumor," said Michael Matousek, a senior trader at U.S. Global Investors Inc in San Antonio.

IS QE3 BAKED INTO THE CAKE?

In the recent six-week winning streak, the S&P's longest since January 2011, the index climbed 4.7 percent. That could indicate QE3 has already been priced into shares.

"I think we're priced so that we won't see a major move if something is announced," Matousek said. "But if the status quo persists, which is what I'm expecting, that could be a big disappointment."

Daily trading volume, which has been among the lowest of the year recently, is expected to remain muted ahead of the meeting. Low volume could amplify stock swings in both directions, and there is little other news to otherwise drive trading.

Following the Jackson Hole meeting, there will be a market holiday on September 3 for Labor Day. Trading is expected to pick up after that, with a major catalyst seen on September 6, when the European Central Bank has its next meeting.

The ECB recently pledged to "do whatever it takes" to address the euro zone's debt crisis, comments that contributed to recent positive sentiment.

Earnings season is winding down, with only five S&P 500 components scheduled to report in the coming week, including Tiffany & Co , Joy Global Inc and H.J. Heinz .

With 98 percent of S&P 500 companies having reported results, 67 percent have topped expectations by an average surprise factor of 4.3 percent, according to Thomson Reuters data. The 67 percent beat rate is higher than the long-term average of 62 percent. However, there have been some notable disappointments lately, including Hewlett-Packard Co .

Economic indicators includes August reads on consumer confidence and sentiment, the latest read on Chicago PMI and July pending home sales. The Fed's Beige Book, a collection of anecdotal information on current economic conditions, will also be released.

"The market is torn between macroeconomic concerns on one hand, and relatively good earnings and business trends on the other," said John Carey, who helps oversee $260 billion as a portfolio manager at Pioneer Investment Management in Boston.

"I'm encouraged by the fundamentals out there, but unquestionably, the economy has slowed."

The S&P 500 fell 0.5 percent last week, a relatively mild decline after six weeks of gains. On Tuesday, it surged to its highest level since June 2008 before pulling back. The Dow Jones industrial average <.dji> slid 0.9 percent for the week, while the Nasdaq <.ixic> slipped 0.2 percent.

For the year, all three major U.S. stock indexes have racked up substantial gains. The Dow has gained 7.70 percent for 2012 so far, while the S&P 500 had advanced 12.21 percent and the Nasdaq has climbed 17.84 percent.

"The market has been so strong lately that there's the idea Bernanke could pull back from QE3 as a result of that," said Randy Frederick, managing director of active trading at Charles Schwab in Austin, Texas. "But then, all that really means is that the market is able to stand on its own two feet."

Earlier this week there was a great deal of chortling at a minor grammatical error in New Super Mario Bros. 2, with the initial Coin Rush notification being the offending screen; many of us actually missed it in our eagerness to play the mode itself. There's also a bit of a grammatical slip-up in the North American information sheet/manual as well, so wrists will be slapped in the localisation departments of Nintendo.

In any case, it seems only fair to show off the fact that typos, appalling grammar and rather iffy translations were relatively common in the 'good old days'. Many are looked back on with fondness today, though whether gamers of the time would have been as forgiving is hard to say. Either way, the Nintendo Life team trawled its collective memory banks to pick out some well-known or high profile examples to show that, sometimes, text in games can go very, very wrong.

Citigroup slams Nasdaq's Facebook compensation plan

NEW YORK (Reuters) - Citigroup slammed Nasdaq OMX Group Inc's plan to compensate firms harmed by Facebook's botched market debut to the tune of $62 million, saying in a regulatory filing the exchange should be liable for hundreds of millions more, according to a letter seen by Reuters.

Citi said Nasdaq's actions in the May 18 initial public offering amounted to "gross negligence," in the letter to the U.S. Securities and Exchange Commission, which had not yet been made public.

Citi's market-making arm, Automated Trading Desk, lost around $20 million in the May 18 IPO, a source told Reuters in May. That is just a sliver of the upwards of $500 million that market-making firms - which facilitate trades, backing them with their own capital - and brokers lost in the $16 billion IPO.

Liabilities at U.S. exchanges, which have some regulatory duties, are capped in most instances. Nasdaq's cap in most instances is $3 million a month.

But the New York-based exchange should be fully liable for all of the IPO losses, Citi argued, because it was operating in the capacity of a for-profit company during the IPO, and as such it should not have regulatory immunity.

"Nasdaq cannot cloak its actions in immunity because it was acting exclusively as a for-profit business, and not as a market regulator, when it made the grossly negligent business decisions that caused market participants hundreds of millions of dollars of losses," Citigroup said in the letter.

A Nasdaq spokesman declined to comment.

UBS AG has disclosed it lost more than $350 million when the lack of timely order confirmations by Nasdaq caused UBS's internal systems to re-enter orders multiple times. The Swiss bank has threatened legal actions to recover the losses.

The other top retail market makers involved in the IPO Knight Capital Group, which sources have said is leaning toward accepting Nasdaq's plan, and hedge fund Citadel, which is in favor of the plan both lost $30 million-$35 million in the IPO.

DECISION TO MOVE FORWARD

Facebook's eagerly anticipated IPO was initially delayed by 30 minutes due to a technical glitch.

Nasdaq then made the decision to put through a fix to the systems problem and get the stock trading by way of a secondary matching engine that led new orders and changes in orders that came in later to not show up in the opening price. A matching engine pairs bids and offers to complete trades.

Eric Noll, Nasdaq's head of transaction services, later said in a statement earlier that the fix instead led to 2-1/2 hours of uncertainty during which brokers were unable to see the results of their trades.

Citi said in its letter that the decision to move forward with the IPO was a business decision made in haste. Further, it said trading should not have been allowed to continue during the confusion that followed.

THE PROPOSAL

The $62 million all-cash reimbursement plan Nasdaq submitted to the SEC is $22 million larger than originally proposed. The prior plan was made up mostly of trading rebates, which drew loud protests from other exchanges and market makers.

Nasdaq emphasized that it was not obligated to compensate firms for the glitch-ridden IPO, and that it's plan was voluntary. It gave strict parameters as to which types of orders could qualify to be reimbursed, and added that firms that sign on would have to waive their right to sue the exchange.

Comment letters on the proposal to the SEC were due by Wednesday.

Citadel, in a letter available on the SEC's website dated August 21, called for the SEC to approve Nasdaq's proposal.

It said the issue of whether Nasdaq, as a for-profit enterprise, should be afforded liability protections, was one that should be addressed at another time.

"The proposed accommodation standards are objective and fair," Citadel said in the letter.

FACTUAL ERROR

But some broker-dealers argued Nasdaq's reimbursement plan should be broader.

New York-based Triad Securities Corp said in a filing on August 20 it believes "Nasdaq's theory of compensation is based on factual error," and should be increased.

Facebook's shares began trading at 11:30 a.m. on May 18 at an opening price of $42, but many investors did not receive confirmations that their pre-market orders had gone through for hours after. Many buy and sell orders did not actually go out until later in the day, while others, including cancellations, were lost altogether.

At issue in Nasdaq's proposal is the establishment of a benchmark price of $40.527 at which "a reasonably diligent member" could have acted to mitigate losses, the proposal said.

Nasdaq said firms should have realized that some opening orders were not going to be filled when many, but not all orders, were executed at 1:50 p.m. It said firms should have cut losses by selling their positions into the market over the next 45 minutes.

Vandham Securities Corp, based in Woodcliff Lake, New Jersey, also argued in an August 21 filing Nasdaq should more fully compensate its members.

Both Vandham and Triad said Nasdaq was telling its customers after the market closed on the day of the IPO that orders could be sold at an opening price of $42, so firms should not have been expected to take actions to sell their positions and cut their losses.

"Vandham requests that the commission not approve the portion of Nasdaq's proposal that sets a limit on the amount that customer's losses will be reimbursed, but instead recommends that customers be reimbursed for their losses in full," the broker said in its filing.

Assange to face world's media on Sunday

Ecuador has received powerful backing from regional allies as they warned Britain of "grave consequences" if it breaches diplomatic security at Ecuador's embassy in London, where WikiLeaks founder Julian Assange is holed up.

The warning capped two days of a tense diplomatic standoff between Britain and the South American nation, which on Thursday granted asylum to Assange, whose website enraged the United States by publishing a vast cache of confidential government files.

Britain has responded by vowing not to grant him safe passage out of the country.

But Ecuador called on its allies from the Venezuela-led so-called Bolivarian Alliance for the People of Our America (ALBA), whose foreign ministers flew to the Ecuadoran economic capital and displayed late Saturday full diplomatic support.

"We warn the government of the United Kingdom that it will face grave consequences around the world if it directly breaches the territorial integrity of the Embassy of the Republic of Ecuador in London," said a statement issued at the end of the ALBA meeting.

The statement, read by Ecuadoran Foreign Minister Nicolas Maduro, also rejected Britain's "threats vis-a-vis our territorial integrity and sovereignty."

The regional group, which also includes Bolivia, Cuba, Nicaragua as well as a number of smaller Caribbean nations, expressed its "categorical support for Ecuador's sovereign right" to grant asylum to Assange and urged other world nations to reject what it called "Britain's attempts to impose its will by force."

ALBA nations also called on the United Nations to discuss the issue of inviolability of diplomatic installations around the world.

Britain has angered Ecuador by suggesting it could invoke the Diplomatic and Consular Premises Act of 1987, which it says allows it to revoke the diplomatic immunity of an embassy on British soil and go in to arrest Assange.

Assange, whose website caused a stir in the diplomatic world when it published a trove of diplomatic cables and military logs from the wars in Iraq and Afghanistan, took refuge in the embassy on June 19 to evade extradition to Sweden, where he is wanted for questioning over alleged sexual misconduct.

Assange, 41, is set to face the world's media on Sunday from the safe haven of London's Ecuadoran embassy but risks arrest if he takes even one step out of the building.

With police officers primed to detain him, Assange must find a way of speaking publicly without setting foot outside, raising the possibility of him being forced to speak from a balcony or lean out of a window.

WikiLeaks was tight-lipped about the logistics of Assange's planned appearance at 1300 GMT, with spokesman Kristinn Hrafnsson telling AFP what little he knew could not be discussed for "security reasons."

But Britain's Foreign Office warned that the steps to the embassy were considered British territory while police said officers would take "appropriate" action" if he strayed from the building.

Earlier Saturday, Ecuadoran President Rafael Correa went on the offensive as he slammed what he called Britain's "vulgar threats" to remove Assange from Ecuador's London embassy.

"Never, as long as I am president, will Ecuador accept threats like these, which are absolutely vulgar, inconsiderate and intolerable," Correa said in a weekly statement.

"We will not give up our sovereignty. We respect everyone, and we are always seeking dialogue, but the final decision is ours."

The Organization of American States meanwhile has called a meeting of foreign ministers for August 24 to discuss the situation around Assange.

Army suicides doubled last month from June's total

(AP) ? Suicides among active-duty soldiers in July more than doubled from June, accelerating a trend throughout the military this year that has prompted Pentagon leaders to redouble efforts to solve a puzzling problem.

The Army, which is the only branch of the military that issues monthly press statements on suicides, said 26 active-duty soldiers killed themselves in July, compared with 12 in June. The July total was the highest for any month since the Army began reporting suicides by month in 2009, according to Lt. Col. Lisa Garcia, an Army spokeswoman.

The Marine Corps had eight suicides in July, up from six in June. The July figure was its highest monthly total of 2012 and pushed its total for the year so far to 32 ? equal to the Marines' total for all of 2011. The Marines' July figure is being posted on its website but was provided first to The Associated Press.

The Air Force said it had six in July, compared with two in June. The Navy had four in July but its June figure was not immediately available.

The Army's suicide numbers have been higher than the other services, in part because it is substantially larger than the Marine Corps, Navy and Air Force. The Army also has had more members in combat over the past decade. It was the main ground force in Iraq and has a preponderance of the U.S. troops today in Afghanistan.

For the first seven months of 2012, the Army recorded 116 suicides among active-duty soldiers. If that pace were maintained through December the year's total would approach 200, compared with 167 for all of 2011.

"Suicide is the toughest enemy I have faced in my 37 years in the Army," said Gen. Lloyd J. Austin III, the Army's vice chief of staff, who is spearheading his service's efforts to find ways to halt the surge in suicides.

"That said, I do believe suicide is preventable," Austin added. "To combat it effectively will require sophisticated solutions aimed at helping individuals to build resiliency and strengthen their life coping skills."

Suicidal behavior in the military is thought to be related to cumulative stress from combat duty, but it also is believed to be linked to a range of other pressures such as marital and financial problems as well as health issues.

Of the 26 active-duty soldiers who committed suicide in July, all were male and only two were officers, according to figures provided by the Army's office of public affairs. Thirteen were married, 10 were single and three were divorced. A breakdown of the deployment history of 14 of the 26 showed that six had never been deployed, seven had been deployed between one and three times, and one had been deployed six times.

So far this year the number of suicides in the military has surged beyond expectations, given that the pace of combat deployments has begun to slow. The Defense Department closely tracks suicides throughout the military but releases its figures only once a year. The Associated Press in June obtained an internal Defense Department document that revealed that there had been 154 suicides in the first 155 days of the year, though June 3. That marked the fastest pace of active-duty military suicides in the nation's decade of war.

The Tragedy Assistance Program for Survivors, a private organization that provides support for military members and their families, said counseling and other forms of care for emotionally distraught military members is often too little, too late.

"Others never seek help out of fear over how others will view seeking treatment," the group said in a statement Thursday.

Your new car may be less safe: Partial collisions prove more dangerous

While most modern cars offer good protection in head-on collisions, safety experts say small overlap crashes are a different story. Those crashes primarily affect a car's outer edges, which aren't well protected, according to the Insurance Institute for Highway Safety.

The IIHS released its findings Tuesday and said that only three of 11 midsize luxury and near-luxury cars earned good or acceptable ratings in the new overlap frontal crash test.

Overlap crashes are responsible for a quarter of all fatal front-end collisions, and as the new crash test found, most cars - domestic and foreign - are unprepared to keep drivers safe in one of these crashes.

"Nearly every new car performs well in other frontal crash tests conducted by the Institute and the federal government, but we still see more than 10,000 deaths in frontal crashes each year," Institute President Adrian Lund said in a news release. "Small overlap crashes are a major source of these fatalities."

The key to protection in any crash is a strong safety cage that resists deformation to maintain survival space for occupants.

"It's packaging 101. If you ship a fragile item in a strong box, it's more likely to arrive at its destination without breaking. In crashes, people are less vulnerable to injury if the occupant compartment remains intact," said Lund.

The IIHS also released a video with side-by-side comparisons of the dangers and damage between head-on and overlap collisions. In head-on crashes, the force is spread across the entire front-end safety cage of the vehicle. Cars are designed today to absorb impact in the center of the vehicle, not the corners.

"The main thing that needs to happen to provide better crash protection in these types of crashes is a better safety cage," said Lund.

Only three of the 11 midsize luxury cars put through the new test passed with good or acceptable ratings. The Acura TL and Volvo S60 earn good ratings, while the Infiniti G earns acceptable ratings. The Acura TSX, BMW 3 series, Lincoln MKZ and Volkswagen CC earn marginal ratings. The Mercedes-Benz C-Class, Lexus IS 250/350, Audi A4 and Lexus ES 350 earn poor. All of these cars are 2012 models.

"What we're seeing is the Insurance Institute is going to push the industry into further improving the crash protection in cars for the future," said Consumer Reports Deputy Automotive Editor Jeff Bartlett. "The good news is that in years to come manufacturers will be looking very closely at this and making changes that will further improve their crash worthiness."

The main consideration when buying a POC is determining whether it can match your oxygen requirements. As size decreases, the volume of oxygen a POC can produce also goes down. It may be the case that you have to buy a slightly bulkier device in order to match your requirements.

You?ll also need to think about the kind of oxygen delivery options the device offers. Quite a few oxygen patients are able to rely on pulse dose therapy (receiving oxygen as you take a breath) but some patients do require continuous flow oxygen on a regular basis. Only a select few POCs offer both pulse and continuous oxygen, so make sure to check beforehand. The good news is that the amount of devices offering both modes is increasing and their size is decreasing.

Another key aspect of choosing a POC is to consider where you?ll be taking your oxygen concentrator and for how long you?ll be carrying it around. If you?re planning on long journeys then it?s best to go for a lightweight POC that won?t tire you out from carting it around. Durability is another key consideration. Most POCs are tested extensively in terms of facing the elements and performing its function regardless of any excessive bumps, but it?s worth checking out any reviews a POC may have for a ?real? patient perspective separate from the manufacturer.

One of the big problems POC users face is travelling by air; if you?re planning on going abroad regularly then it is essential that your device complies with airline regulations. The use of Portable Oxygen Concentrators on airplanes is regulated by FAA guidelines and generally a POC that meets these standards will make this clear. Some airlines also offer hire options if your POC doesn?t comply, but remember to take all of the above points into consideration before hiring. Also remember that you won?t be able to charge your POC on board, so take a couple of fully charged batteries to avoid any potential issues.
