U.S. Criticizes Japan, China on Currencies

The Obama administration again declined to label China a currency manipulator, while it criticized Japan's efforts to limit the yen's appreciation.

The Treasury Department, in its overdue semiannual currency report, offered its most direct criticism to date of Japan's two latest currency interventions, which the U.S. didn't support. The move could complicate any further attempts by Tokyo to intervene in currency markets.

'Doomsday' minister mum on 2012 forecast

The year 2011 has flown by without a hitch ? or, at least, without Earth bursting into flames. Radio evangelist Harold Camping's famous pair of prophecies ? his prediction that true Christians would be safely evacuated to heaven on May 21, and that a series of global cataclysms would then climax in a grand, Earth-shattering finale on Oct. 21 ? seem to have flopped.

Yes, it looks as if we'll make it to 2012 after all. But what then?

Camping himself doesn't have much to say on the subject. After the crash-and-burn of his Oct. 21 endtimes prediction , the 90-year-old minister retired from Family Radio Network ? the Christian talk show he co-founded in 1958 ? and stepped away from the limelight. According to Susan Espinoza, a Family Radio spokeswoman, Camping "is not predicting any new dates for the end of the world."

Espinoza explained that Camping had been certain of the accuracy of his 2011 prophecies. "He believed the Bible taught very definitely that the Rapture would occur on May 21, 2011 , and the end of the world on October 21. Because that did not happen, he is rethinking what God is teaching us about those dates, and what we should be doing now," she told Life's Little Mysteries.

"He does not feel inclined to search for any new dates." [Doomsday Facts (or Fictions )]

One thing is guaranteed, however: Camping will not be jumping on the bandwagon with people who believe the world will end on Dec. 21, 2012 ? the date that supposedly marks the end of the Mayan calendar cycle. "Mr. Camping does not believe the Mayan calendar holds any significance at all," Espinoza said in an email.

Abstract

The ATP-binding cassette sub-family G member 2 (ABCG2) is implicated as a member of multidrug resistant proteins in tumors, mediating efflux of a wide spectrum of anticancer drugs. Pro-inflammatory cytokines, which are present within the micro-environment of tumors and inflammation, are able to modulate the expressions and activities of different drug transporters. This study was aimed to evaluate the short-term (72-h treatment) effects of interleukin-1? (IL-1?), tumor necrosis factor-? (TNF-?), and interleukin-6 (IL-6) on the expression and function of ABCG2 in cervix carcinoma and gastric cancer cells. Effects of pro-inflammatory cytokines on mRNA, protein expression, and function of ABCG2 were studied using real time RT-PCR and flow cytometry methods, respectively. HeLa cells treated with IL-1?, IL-6, or TNF-? showed decrements in ABCG2 mRNA levels without any changes in protein expression and function of ABCG2. IL-6 and TNF-? had no effects on mRNA, protein expression, and function of ABCG2 in EPG85-257 cells. Although IL-1? did not alter ABCG2 at mRNA or protein levels in EPG85-257 cells, it augmented function of ABCG2 in these cells. Mitoxantrone accumulation was also amplified in IL-1?-, IL-6- or TNF-?-treated HeLa cells and in IL-1?-treated EPG85-257 cells. In conclusion, pro-inflammatory cytokines were able to modulate the expression of ABCG2 at transcriptional and post-transcriptional levels in human cervix and gastric cancer cells.

Mayor Bloomberg and Livery Drivers Celebrate Historic Agreement on Five-Borough Taxi Plan

Mayor Bloomberg and Taxi and Limousine Commissioner David Yassky today joined with livery drivers and legislative leaders to celebrate the historic agreement to bring legal taxi service to the 7 million New Yorkers who live outside Manhattan?s Central Business District. First announced in January in Mayor Bloomberg?s State of the City speech, the bill will create a new class of livery licenses, which will be able to pick up passengers on the street in Northern Manhattan and outside Manhattan.

The Taxi and Limousine Commission will issue up to 18,000 of these new licenses, 20 percent of which will be wheelchair accessible. The agreement will also generate a billion dollars in revenue for the City through the sale of 2,000 new yellow medallions, all of which will be wheelchair accessible. Mayor Bloomberg made the announcement at Seamen Car Service in Washington Heights and was also joined by Assembly Member Carl Heastie, Assembly Member Karim Camara, Assembly Member Guillermo Linares, Assembly Member Felix Ortiz, Council Member Robert Jackson, Council Member Fernando Cabrera, Livery Base Owners Coalition spokeswoman Cira Angeles and Mayor?s Office for People with Disabilities Acting Commissioner Jason Mischel.

?For the past year, we have been advocating for change that has eluded the City for three decades,? said Mayor Bloomberg. ?Now that we have achieved this historic agreement, millions of New Yorkers who have never been able to get a cab in their neighborhoods will have access to safer and less costly taxi service; thousands of hard-working livery drivers ? many of them immigrants ? will be able to come out of the shadows and into the legal economy; and the City will receive a much-needed billion dollars in revenue.?

?Government can achieve great things when there?s a clear vision and the will to see it through,? said Taxi and Limousine Commissioner David Yassky. ?This plan will provide quality taxi service to borough residents who never enjoyed it before, it represents new transportation options for persons with disabilities, and it will generate jobs. There?s something for everyone.?

?The new agreement improves upon the original proposal which provided car service to the outer boroughs by ensuring transportation access to the disabled as well,? said Assembly Speaker Sheldon Silver. ?Importantly, the bill will bring significant revenue to New York City without raising taxes, which will preserve vital services. Russia protests and other 2011 uprisings: A year of yearning for clean government

On Dec. 24, tens of thousands of Russians plan to protest again over election fraud and other official corruption. The event will bookend a remarkable year of efforts, from China to India to Brazil, to rein in graft in high places.

At the risk of writing history too early, 2011 may well be remembered as a year in which demands for honesty in public life popped up around the world like desert flowers after a rain.

Tunisia was the first bud, with protests that spawned the Arab Spring and its cry for clean, representative government. Movements to curb official corruption also shot up in Brazil, Russia, India, and China ? the BRIC countries.

This Saturday, in what may be the year?s final big challenge to graft in high places, tens of thousands of Russians plan to hit the streets again, braving the arctic cold and a chilly response from the Kremlin.

Most of these protesters are middle-class urbanites with Internet access ? all still rare for the masses. But even this dissenting pro-democracy elite has managed to force pledges of political reform as a result of their protests in many cities on Dec. 10.

That earlier gathering was triggered by clear evidence of fraud in Dec. 4 elections for Russia?s parliament. But it was also fueled by opposition blogger Aleksei Navalny giving an apt phrase to the ruling United Russia party that backs Vladimir Putin: a ?party of swindlers and thieves.?

For now, the Kremlin only talks of reform. The outgoing president, Dmitry Medvedev, proposed several ideas Thursday to the new (and illegitimate) parliament: forced disclosure of public officials? personal income, direct election of provincial governors, and creation of an independent television station.

He noted how many government contracts are granted to private businesses with family ties to public workers. ?The number of such cases in our country is enormous,? he said. Recent research shows that the average bribe in Russia has gone up more than sixfold, reaching $10,000.

Without the cleansing effect of transparent democracy, Russia?s endemic corruption may stall its economic growth.

Even if Mr. Medvedev?s reforms are enacted, they fall short of the protesters? call for a new election.

This Saturday?s protests will likely be just a warm-up for those timed for next March?s presidential election. Prime Minister (and former president) Putin has all but eliminated any serious opposition to his winning that contest.

GOP candidates to meet voters in SC, NH and Iowa (AP)

WASHINGTON ? As the campaigns wind down for Christmas, three of the GOP presidential candidates will meet with voters in three different states on Friday.

Former Massachusetts Gov. Mitt Romney is wrapping up his three-day bus tour through New Hampshire, with appearances at the Tilt'n Diner in Tilton and in Concord at The Toy Factory before heading for lunch with the winner of "Grab a Bite with Mitt" contest at Dos Amigos Burritos.

Former House speaker Newt Gingrich heads to Columbia, S.C., for a town hall and a Christmas-season lunch at The Blue Marlin.

Flash floods kill more than 400 in Philippines (AP)

MANILA, Philippines ? Flash floods devastated a southern Philippines region unaccustomed to serious storms, killing more than 400 people while they slept, rousting hundreds of others to their rooftops and turning two coastal cities into muddy, debris-filled waterways that were strewn Saturday with overturned vehicles and toppled trees.

Most of the victims were asleep Friday night when raging floodwaters cascaded from the mountains after 12 hours of rain from a late-season tropical storm in the southern Mindanao region. The region is unaccustomed to the typhoons that are common elsewhere in the nation of islands.

Ayi Hernandez, a former congressman, said he and his family were resting in their home in Cagayan de Oro late Friday when they heard a loud "swooshing sound" and water quickly rose ankle-deep inside. He decided to evacuate to a neighbor's two-story house.

"It was a good thing, because in less than an hour the water rose to about 11 feet (3.3 meters)," filling his home up to the ceiling, he said.

At least 436 were dead, based on a body count in funeral parlors, Philippine Red Cross Secretary General Gwen Pang told The Associated Press. She said that 215 died in Cagayan de Oro ? a city of more than 500,000 ? and 144 in nearby Iligan, with more than 300,000 residents. The rest died in several other southern and central provinces, she said.

Many of the bodies were unclaimed after nearly 24 hours, suggesting that entire families had died, Pang said.

The number of missing was unclear Saturday night. Before the latest Red Cross figures, military spokesman Lt. Col. Randolph Cabangbang said about 250 people were still unaccounted for in Iligan.

The swollen river sent floodwaters gushing through neighborhoods that do not usually experience flooding. A man floated in an inner tube in muddy water littered with plastic buckets, pieces of wood and other debris. Ten people in one home stood on a sloping roof, waiting for rescuers even as water still flooded the lower floors.

Local television footage showed muddy water rushing in the streets, sweeping away all sorts of debris. Thick layers of mud coated streets where the waters had subsided. One car was thrown over a concrete fence and others were crushed and piled in a flooded canal.

Benito Ramos, chief of the government's Civil Defense Office, attributed the high casualties in Mindanao "partly to the complacency of people because they are not in the usual path of storms" despite four days of warnings by officials that one was approaching.

Thousands of soldiers backed up by hundreds of local police, reservists, coast guard officers and civilian volunteers were mobilized for rescue efforts, but they were hampered by the flooded-out roads and lack of electricity.

Many roads were cut off and there was no electricity, hampering relief efforts.

The missing included prominent Filipino radio broadcaster Enie Alsonado, who was swept away while trying to save his neighbors, Iligan Mayor Lawrence Cruz said.

Rep. Rufus Rodriguez of Cagayan de Oro said that about 20,000 residents of the city had been affected and that evacuees were packed in temporary shelters.

Authorities recovered bodies from the mud after the water subsided. Parts of concrete walls and roofs, toppled vehicles and other debris littered the streets.

Rescuers in boats rushed offshore to save people swept out to sea. In Misamis Oriental province, 60 people were plucked from the ocean off El Salvador city, about six miles (10 kilometers) northwest of Cagayan de Oro, said disaster official Teddy Sabuga-a.

About 120 more were rescued off Opol township, closer to the city, he added.

Cruz said the Philippine coast guard and other rescuers were scouring the waters off Iligan for survivors or bodies that may have been swept away to sea.

Tropical Storm Washi dumped on Mindanao more than a month of average rains in just 12 hours.

It quickly cut across the region overnight and headed for Palawan province southwest of Manila on Saturday night.

Forecaster Leny Ruiz said that the records show that storms that follow Washi's track come only once in about 12 years.

Lucilo Bayron, vice mayor of Puerto Princesa in Palawan, said he already mobilized emergency crews but local officials have not ordered an evacuation yet because the weather was still fine.

U.S. Secretary of State Hillary Rodham Clinton said in a statement that the Obama administration offered "deepest condolences" for the devastation in the southern Philippines.

"The U.S. government stands ready to assist Philippine authorities as they respond to this tragedy," the statement said. "Our thoughts and prayers are with all of those affected."

Android 4.0.3 announced, bringing 'variety of optimizations and bug fixes' to phones and tablets

Merely a day after Verizon's version of the Galaxy Nexus was gifted with v4.0.2, Google itself is announcing Android 4.0.3, a so-called " incremental release of the Android 4.0 (Ice Cream Sandwich) platform." We're told that the new release includes a variety of optimizations and bug fixes for phones and tablets, as well as a small number of new APIs for developers. For those curious, the new API level is 15, and some of those new ones include social stream API in Contacts provider, Calendar provider enhancements, newfangled camera capabilities (apps can now check and manage video stabilization and use QVGA resolution profiles where needed) and accessibility refinements (improved content access for screen readers and new status and error reporting for text-to-speech engines). Moreover, we're promised minute improvements in "graphics, database, spell-checking, Bluetooth, and more." Skeptics cast doubt on Fukushima status, even as Japan declares nuclear reactors 'stable'

Japan's government declared that the damaged reactors from the Fukushima disaster were 'stable.' Not everyone is convinced.

The Japanese government announced that the Fukushima nuclear complex, heavily damaged by the March 11 tsunami in the world's worst nuclear disaster since Chernobyl, is now stable.? But serious doubts remain about Fukushima's status, as officials remain unable to confirm the status of the reactors' fuel and an undercover report impugns the clean-up efforts' efficacy.

Prime Minister Yoshihiko Noda told a government nuclear emergency meeting that "The reactors have reached a state of cold shutdown" and are "stable," reports Reuters.? Mr. Noda and his environment and nuclear crisis minister, Goshi Hosono, both said that the situation at the plant is under control, though the clean-up may still take decades.? The Tokyo Electric Power Co. (TEPCO), which operates the reactor and has been leading the clean-up, had been attempting to achieve cold shutdown before the end of the year.

The state of "cold shutdown" means that the water used to cool the nuclear fuel rods in the reactors is at a temperature below boiling, thereby preventing the fuel rods from overheating and emitting excessive radiation. The Japan Times reports that government officials said that the temperatures of the lower portions of the rods' containment vessels measure 38.9 degrees C in reactor 1, 67.5 degrees in reactor 2, and 57.4 degrees in reactor 3.? "If the authorities are correct and cooling of the reactors is stable, it would be an important milestone in ending the world's worst nuclear accident since the 1986 Chernobyl crisis," writes the Times.

But the Times adds that skeptics worry that the readings would be inaccurate if the melted fuel rods punctured their containment vessels and fell to the bottoms of the outer containment tanks.? TEPCO has not been able to take direct measurements of the temperatures at the bottoms of the containment vessels, and the site is still too radioactive for the fuel rods' status to be visually confirmed.

Even if the reactor is under control, the cleanup could still take 30 years, and the problems remain "immense," writes The Wall Street Journal.

Indeed, there can be few firm declarations about the plant's status. Daiichi's reactors are littered with debris. Many measurement and control systems are on the blink. Radiation levels are too high for people to get close to the reactors, leaving engineers and scientists to make important judgments using computer simulations, scattered bits of data and guesses.

And whether the cleanup effort is moving ahead is dubious, according to an undercover report by freelance reporter Tomohiko Suzuki. Mr. Suzuki worked at the Fukushima No. 1 site for a month as a general laborer while documenting a long list of substandard practices and unsafe behavior by companies involved in cleanup at the plant. He charges that "absolutely no progress is being made" toward resolving the Fukushima crisis, reports the Mainichi Daily News.

House clears way for spectrum auction; bill faces veto (Reuters)

LOS ANGELES (TheWrap.com) ? Congress passed new legislation on Tuesday that would give the Federal Communications Commission the authority to auction off television companies' broadband spectrum, so it can be reallocated for mobile and internet companies.

Participation in the sale would be voluntary and broadcasters and cable companies would be paid for any spectrum that they allow the commission to put on the block.

However, the FCC's dreams of easing the spectrum crunch caused by the growing popularity of internet connected phones and tablets may die in the Democratic-controlled Senate.

Republicans in the House corralled the legislation into a Social Security payroll tax extension bill. Democrats have threatened to veto the bill in the Senate, because it includes provisions that weaken air pollution regulations and call for the construction of a pipeline from Canada to the Gulf of Mexico.

Though the prospects of passage are dicey, FCC chairman Julius Genachowski praised Congress. For more than a year, Genachowski has been working to find a plan that the television industry can embrace, while warning that inaction will slow the development of new technologies and imperil high-speed internet.

"Incentive auction authority, which has broad bipartisan support, needs to become law," Genachowski said in a statement. "Unless we free up new spectrum for mobile broadband, the looming spectrum crunch risks throttling our mobile economy and frustrating mobile consumers."

The bill was approved by a vote of 234-to-193, largely along party lines.
